The dominant factor is not technology — it remains how much is still undecided. Every open question in the requirements is converted into a contingency inside the number you receive. A team that has no visibility into the exceptions and edge cases must assume a pessimistic case. Putting two weeks into requirements work often reduces the total by far more than any rate negotiation.


Integrations remain the second big multiplier. A form that saves data is easy to estimate; the same screen connected to a payment provider and a CRM is not. The unknown sits in the other system: undocumented APIs, long certification processes, fields that mean something different on each side. Ask each bidder to break integrations out as separate items, because this is where estimates break.


Quality attributes can easily double the estimate. An internal tool used by twenty people costs far less than the same idea handling public traffic. Compliance work, availability guarantees, load handling, data retention rules and localisation add measurable effort. State them early or else expect them priced as extras.


The mix of people behind the number changes the arithmetic. A rate card says little on its own: an experienced engineer at a premium rate frequently turns out to be cheaper per delivered feature than a pair of junior developers who need supervision and rework. Check too who else is billed: coordination, QA, government software development company release engineering and design have to be done by someone, but they must be named rather than hidden inside a blended rate.


The quoted figure is rarely what you will actually spend.
