The Bureau of Meteorology issued a new warning about life-threatening floodwaters on Monday as the weather bureau forecast further torrential rain on Tuesday. 

It follows harrowing scenes in the state's north with dozens of families rescued from the roofs of their homes by helicopters and boats earlier on Monday with reports there are up to 400 people unaccounted for.

There are 12 evacuation orders in place across the state's north, affecting close to 16,000 people, while six areas are under evacuation warnings, covering around 14,000 people.

The entire Lismore CBD is underwater after days of heavy rain that led to the Wilsons River breaching its levee overnight, with roads cut off.

There have been reports from people in Lismore of some residents cutting holes in the corrugated iron roof of their house so they can climb out to be rescued - with the water above doors and windows. 

One resident said her Nan was rescued by volunteers in a boat with the 'bulk of south and north Lismore being rescued by regular people'. 

The crisis is widening, with multiple major flood warnings for northeastern NSW including the Tweed, Richmond, Wilsons, Bellinger and Clarence rivers.

State Emergency Services Commissioner Carlene York is co-ordinating a multi-agency response which includes the ADF, NSW Fire and Rescue, police and ambulance, but she admits the weather is making it difficult to get helicopters into the air and boats into the water.

She urged people to heed evacuation warnings, saying otherwise the SES 'can't promise to respond at a later stage if you do get into difficulty'.

In the past 24 hours there have been 500 flood rescues and 927 requests for help and the premier is warning conditions in the north have not peaked.

Families raced to higher ground on Monday morning as rivers burst their banks from torrential rains slamming NSW and south-east Queensland with floodwaters claiming the lives of eight people in Queensland alone - the latest a man aged in his 50s and his dog who were found in a submerged car in Currumbin Valley.

A Daily Mail Australia photographer captured dramatic scenes on the streets of the NSW Northern Rivers town on Monday as emergency workers helped entire families - including babies and dogs - escape their homes.   

In one example of the harrowing scenes unfolding, disability rights activist Sam Connor tweeted: 'My mother is stuck inside the house about to drown. She has muscular dystrophy... please help'.   

Hours later, Connor tweeted that the woman - who wears an oxygen mask - was thankfully safe. 

Some 15,000 people have already been evacuated along the NSW north coast with thousands more stranded and hundreds of calls to the State Emergency Service. 

The SES is so overwhelmed its rescue boats have not been able to reach every resident, forcing desperate locals to post their addresses on a Facebook page to plead for a rescue. 

The Wilsons River reached levels of 14.37m on Monday afternoon, more than two metres higher than its previous record set more than 50 years ago when the river hit a depth of 12.27m in 1954.

QLD Police have ordered anyone living or working near the Howard Smith Wharves to evacuate immediately after a pontoon carrying a crane broke free of its moorings on Monday afternoon.

Lismore CBD has been completely inundated with floodwaters spilling over in North Lismore, South Lismore, East Lismore, Girards Hill, Woodburn, Swan Bay, Coraki, Marshalls Creek and Bilinudgel.  

Dramatic footage showed helicopters landing on rooftops and rescue crews bundling stranded residents onto the aircraft before flying away.

There were 374 calls to the SES in a one-hour period in the Northern Rivers region on Monday morning. 

A man named Barry asked for assistance on Facebook on Monday morning after saying he lost contact with his friend Joa who was clinging to the back of a lounge in rising floodwaters in Lismore.

He confirmed shortly after a boat had arrived and were taking her to hospital to treat for hypothermia. 

Another Lismore resident named Lucy posted videos stranded on the roof of her home while her dog was stuck inside the house.

The woman recorded a video sitting on her corrugated iron roof, concerned she would slip off into rising floodwaters if she attempted to move.

'I'm having to flex my back to stay on the roof and not slip off,' she said. 'The water is still rising, my dog is still stuck inside my house. It's an emergency,' she pleaded. 

Other locals have reported hearing screams from inside homes with people trapped inside. They are now going around the town in kayaks and rafts, checking on every house and attempting to rescue any people and animals that remain, as rescue boats nonstop ferry residents to the outskirts of the regional city.
