The single largest cost driver is not technology — it remains unclear scope. Every ambiguity in the brief becomes a buffer in the estimate. A team that cannot see the exceptions and edge cases will assume a pessimistic case. Putting two weeks into a discovery phase can cut the overall figure by far more than negotiating the rate.
Connections to other systems tend to be the second big multiplier. A feature that touches only your own data is low risk; the same screen wired into a legacy ERP is another matter entirely. The unknown lives in the third party: rate limits and sandbox access, waiting on someone else's team, data that does not match your model. Ask any vendor to break integrations out as separate items, as that is where the numbers slip.
Quality attributes silently change the estimate. A tool used by twenty people has almost nothing in common with the same functionality handling a hundred thousand users. Compliance work, uptime targets, load handling, data retention rules and multi-language support each add real engineering time.
