Open with the business problem, not your preferred technology. What kind of user will use the system, how many times a day, and what does the process look like without it? A vendor who knows what you are trying to achieve often proposes a simpler way to reach it; a team that receives only a list of screens will price the list as written.


Set out the scope as short scenarios: software developer hourly rate who does what, and what happens next. Every bit as useful, state explicitly what you are not building. A written out-of-scope list removes more friction later than almost anything else in the document. Mark too which parts are firm and which are still open — the difference changes the price, and hiding it helps nobody.


Set out your constraints.
