The biggest cost driver is not the technology stack — it remains uncertainty. Every ambiguity in the requirements becomes a contingency somewhere in the quote. A supplier that does not know the exceptions and edge cases will assume the more expensive option. Spending a week on a discovery phase frequently cuts the total by far more than negotiating the rate.


Connections to other systems remain the second big multiplier. A feature that touches only your own data is predictable; the same screen connected to a payment provider and a CRM is not. The unknown sits in the third party: rate limits and ai development services sandbox access, waiting on someone else's team, data that does not match your model. Ask any vendor to break integrations out as separate items, as this is where estimates break.


The requirements nobody writes down quietly rewrite the number. An internal tool used by twenty people is a very different build from the same idea serving a hundred thousand users. Security reviews, uptime targets, load handling, data retention rules and multi-language support all add weeks of work. Write them down at the start or else expect them priced as extras.


Who actually does the work matters a great deal. An hourly rate reveals little on its own: an experienced engineer at a higher rate is often cheaper overall than a pair of junior developers who need supervision and rework. The number in the proposal is not what you will actually spend.
